They just never grew in.

If you are missing these teeth, the question is whether there is room to put in substitutes?
Is there space for an adequate sized tooth to replace the missing ones or are they all just up against the front teeth?
Secondly, how is your smile? What is the amount of tooth display and the esthetics?
Then the questions about orthodontics can be addressed. At 17 you should be open minded to anything that will give you the best lifetime result. See an orthodontist and a general dentist right away.
