To answer your question succinctly, no.
If the gum surgery is only being recommended as a cosmetic correction and not because there is inflammation or an underlying periodontal problem, then the surgery is not necessary. However, I can understand him making that recommendation if your teeth appear short.
Removing some gum tissue will create a longer tooth and inherently be more pleasing. That is something we do routinely when performing cosmetic makeovers. The gums frame the teeth just like a frame around a painting. A poorly shaped frame or an unesthetic frame detracts from the picture.
