Factors of pyogenic granuloma and ossifying fibroma: Can pyogenic granuloma and ossifying fibroma found in an extraction site #11 cause tapping sensitivity in Tooth #13 which has had a root canal and apicoectomy to try to fix this pain - tapping sensitivity (#12 was extracted when I was much younger)?

I'm not sure if a pyogenic granuloma and ossifying fibroma can cause referral pain from extraction site #11 over to the root of tooth #13, but it's possible.
However, since you stated that tooth #13 has previously had an apicoectomy after root canal therapy, the more likely cause of your percussion (tapping) pain is a re-infection or problem with the past endo/apico tooth #13.
The root of #13 may even be fractured which can cause tapping pain in this tooth. I would advise you to seek out an Endodontist (root canal specialist) to evaluate your sensitive tooth #13.
